How much of a surprise is this? With chronic losses mounting at China’s state-owned shipping companies, and new premier Xi Jinping ordering a nationwide crackdown on corruption, many felt it would only be a matter of time before there was evidence of wide-ranging wrongdoing somewhere in the shipping business.
