How much of a surprise is this? With chronic losses mounting at China’s state-owned shipping companies, and new premier Xi Jinping ordering a nationwide crackdown on corruption, many felt it would only be a matter of time before there was evidence of wide-ranging wrongdoing somewhere in the shipping business. What is surprising that it has come to light in this way, so kudos to Hong Kong’s South China Morning Post for obtaining leaked minutes from high-level meetings and reporting them.
