All of the containers shown are for passenger baggage use. Delta Airlines in the largest tenant in Terminal Four, hence all of the Delta containers. Having worked in cargo at JFK since 2002, I’m certain of this terminal location. The large glass windows at the background of the is the actual arrival hall for US Customs clearance.
