While the threat of the industrial action hovering over the US east and Gulf coasts and the current action by customs officers in Brazil have made the headlines, in Costa Rica there is also substantial opposition to APM Terminals’ plan to build the country’s first dedicated container terminal. It is a project that will transform the country, but entrenched interests are deeply opposed to it and strike action has already occurred.
