Charleston, federal agencies and the state are planing to invest $1.3bn over the next 10 years – and the port is seeking more outside investors to help with the funding. The port is also looking at changing the way it charges shipping lines – it is introducing a flat “ancillary fee”. That is not expected to be an easy sell, admitted the chief.
