Henan province, famed in air cargo for its tie-up with Cargolux via its Zhenghou hub, has been busy in Europe. Not satisfied with boosting ties just with Luxembourg Airport, it has now announced two more airport tie-ups: with Frankfurt Hahn and Leipzig. But the deals raise more questions than answers.
