It’s small metal clip you hook through a hole next to the spring-loaded locking arm that slams shut when you hook the tractor on to the trailer.

If the trailer doesn’t hook up properly, the locking arm won’t slam shut properly, and the little hole won’t be exposed, so you can’t attach the clip.
