March 23, 2018 at 5:22 pmOne of the most important elements have been left out in this discussion – effective regulatory oversight and clear/visible punishment for those who have been ‘caught’ and ‘proved’ to have indulged in the ‘intentional violation of the Regulations’. Regulatory authorities in most parts of the world conveniently blame this on lack of adequate trained, skilled resources.
