Having weaponised trade, the Trump administration is now going after those it deems to be holding Americans without justification. An executive order issued earlier this month warns that any government – or “entity” that is exercising “control over most or all of the territory of a country, regardless of whether such entity has been recognised as the government of such country” – wrongfully detaining Americans could find itself subject to punitive trade controls restricting exports of certain goods to that country. The order is somewhat scant on the details although that is somewhat now part and parcel of the Trump administration’s “government by executive decree” approach.
