One of the US east coast’s major ports, Virginia Port Authority, is under the hammer, and there are bids on the table, beginning with APM Terminal’s multi-billion dollar offer to operate all the facilities on behalf of the port authority. But other bids have been withdrawn. So why is the commonwealth of Virginia considering such a proposal, given the traditionally heavy involvement of the state in US port operations?
