European Union initiatives aimed at inducing modal shift of freight from roads to rail and inland waterway have universally failed over the last few years, according to data recently released from Eurostat. It shows that 74.5% of European freight travelled by road in 2012, almost exactly the same proportion that went by road five years earlier. Insufficient investment in infrastructure was largely to blame, say rail freight campaigners, including investment in last mile infrastructure and intermodal terminals.
