More mind-boggling decisions from India’s Shipping Ministry. For a couple of years it has been threatening to reform the regulations covering privately operated container terminals in its major ports, a move welcomed by the operators themselves; except now it transpires that the reforms will only apply to operations launched after the reforms are enacted – leaving existing operators as frustrated as ever.
