The Federal Maritime Commission is turning its focus to non-vessel operating common carriers, a wide field if ever there was one. FMC chairman Richard Lidinsky says he wants to reduce the regulatory burden on NVOCCs but also increase small shippers’ protection against unscrupulous agents, “particularly unlicensed foreign” NVOCCs.
