International Container Terminal Services Inc, the Filipino container terminal operator that has acquired something of reputation for pioneering ventures in difficult locations, finally decided late last year to depart from its operation at the Syrian port of Tartous. The company has built successful ventures in places as diverse as Georgia, Tanzania and Pakistan, but Syria, now locked in the death-spiral of sectarian civil war, has proved one step too far.
