With the dust still settling on the tentative agreement between ILWU and PMA to resolve the congestion that has gripped US west coast ports, experts are warning that shippers can still expect to see substantial port delays. The root cause of the congestion was never the negotiations between labour and management, but the inability of any terminals on the west coast to handle the growing vessel sizes being deployed on the transpacific trade and lack of trucking and chassis capacity to deal with the larger numbers of containers being offloaded per ship call.
