One of the most tortuous and politically charged port privatisation programmes in the modern history of port development appears to have finally come to a conclusion with the news that the Commonwealth of Virginia has opted to reorganise Virginia Port Authority rather than auction it off to private bidders, which included APM Terminals and a JP Morgan-led consortium.
