Not strictly cargo, but the EC’s transport commissioner, Violeta Bulc (pictured), this week unveiled a new aviation strategy, which includes “plans to create new comprehensive EU-aviation agreements with third countries”. It seems as if she is on a quest to extend the commission’s powers with a request to the Council of Europe for her to conduct these negotiations directly. One agreement is currently being finalised with Brazil, while plans are being drawn up to negotiate with the ASEAN countries in what would be the first bloc-to-bloc agreement.
