One of the EU’s long-held dreams, dating back to the 1990s, is the creation of a rail corridor linking Finland and the Baltic States with Poland, Germany and Western Europe. But there have been numerous delays and snags and it appears to have been left semi-permanently in the abeyance tray. The reasons are manifold, including the enormous cost of the project and a fear of upsetting the Russian government, which continues to wield significant influence in the region. However, EC transport commissioner Siim Kallas, an Estonian national, has recently re-energised the project.
