The general trend in container shipping regulation is that cabotage laws, restricting the movement of cargo between a country’s domestic ports to ships flying the flag of the same country, are gradually being done away with. Not in Vietnam, which is to introduce cabotage restrictions at the beginning of next year in response to the way its domestic operators have lost market share to far more efficient foreign lines.
