The European Commission’s attempts to regulate port services remain the only piece of legislation that has twice been rejected by the European Parliament. The man in charge of bringing the EC’s regulatory vision in front of MEPs is Hamburg native Knut Fleckenstein. In this absorbing interview, he tells Brussels-based maritime journalist Justin Stares his plans for getting the legislation through on its third try, and what it is likely to contain.
