Most regulatory regimes are looking to repeal cabotage laws, if they are considering them at all; it is rare to find places which are looking to bring in restrictions on carrying domestic cargo to national flag carriers, but that is what is happening in South Africa. This is part of efforts to build up its national fleet, after the Safmarine Oranje delisted from its flag last year, leaving not a single vessel left on its register. But to have any success, it will need to reform its tax system.
